PML-N has filed an application (petition) on Friday October 15, 2010 requesting to the Chief Justice of Pakistan Justice Iftikhar Choudhry that there was no consultation and advice was taken or considered from Pakistan Muslim League Nawaz group before the decision taken by the President, the Prime Minister and the Chief Justice to remove the Top Level Judges. The petitioner of PML-N has said in its petition that PML-N is the second largest political party in the National Assembly of Pakistan and is working as the biggest opposition party in Pakistan's politics. Therefore it was necessary to get favour of this party's higher leadership before taking the decision of the removal of judges. So the Chief Justice Supreme Court of Pakistan should take appropriate action in this matter and the advice may be issued to the President and the Prime Minister to get consultation and favour of PML-N before the implementation and compliance of the orders to remove top level judges and to appoint new judges on the vacant posts against their removal.

I, as a political analyst and column writer, give my opinion that President Asif Ali Zardari will overcome this newly created critical political situation during the next week. The Supreme Court of Pakistan may also start hearing of the application and petition of PML-N after one week if the matter would not be solved. I will support the decision of the President Asif Ali Zardari if he consults the PML-N leadership. PPP has the support of its coalition partners MQM and ANP in all the provinces. MQM Chief Altaf Hussain is also in suspicion that Gilani Government might not start any operation against MQM workers in Karachi. For about one year, there is an endless target killing incidents against MQM workers are being observed but Sindh Government has not been able to take strong action against the actual real killers of MQM workers. MQM Chief Altaf Hussain while addressing telephonically from London in a large By-Election Campaign public gathering on Friday night October 15, 2010 today, said, "Judiciary and Government should respect each other and avoid to be indulged in any type of conspiracy against MQM workers." It is also necessary for PPP that it would get favour and consultation of PML-N Chief Mian Nawaz Sharif or its party leadership because in Punjab PML-N is a single ruling party and Punjab is the biggest province of Pakistan. Though the Governor in Punjab is from PPP and the Coalition Government of PPP and PML-N is working in a better way in Punjab province.

The coalition governments of all the main and big political parties are working in a better way and have satisfactory performance in all the four provinces. Therefore I think that this government will surely complete its five years tenure from 2008 to 2013 to provide a clean and neat pathway to the democracy in the country. I also hope that General Ashfaq Pervez Kiani will not intervene this smooth running of the government and I am sure that he will not take over the government by force. General Kiani believes in transparent democratic government in the country, it was why that he called back and removed all the Army Officers working at important posts in different government departments after the formation of government as a result of General Election 2008.

CONTRACT JOB IS A SLAVERY

I am working as a Contract High School Teacher in Government Higher Secondary School Daur District Shaheed Benzirabad (Nawabshah) Sindh 67450 Pakitan since January 29, 2010. During about first nine months of my job, I felt and analyzed that my this contract job is "slavery". The contract was signed between me and the District Government Shaheed Benazirabad before one day of my joining. Terms and conditions of the school specific contractual appointment are as follow:

PERIOD OF CONTRACT: The contract will initially be for a period of three years from the date of joining, subject to satisfactory performance. The term of the contract may be extended for other successive periods of three years each, if overall performance is judged to be satisfactory. Such extensions will be provided by Education & Literacy Department Government of Sindh.

TERMINATION OF CONTRACT: The District Government Shaheed Benazirabad has the right to terminate the contract at any time after giving one month notice / personal hearing on the basis of unsatisfactory performance. The teacher will have an opportunity to be heard in person by the competent/appointing authority. The teacher has the right to resign from his/her appointment after providing one month's advance notice.

SCHOOL/UNION COUNCIL SPECIFIC CONTRACT: The contract appointment is school/union council specific and non-transferable. The contract shall stand automatically terminated, if the teacher at any stage requests or makes any other attempt for transfer to any other school or position.

TRAINING: The teacher will undertake and participate in training as and when required by the Provincial or District Government. Successful completion of such training shall be one of the pre-requisites for continuation in contract appointment. It is the Government of Sindh's policy to provide the same opportunities for in-service learning for contract appointees as for regular appointees in the same school.

ANNUAL CONFIDENTIAL REPORTS (ACRS) : ACRs will be written for contract teachers in the manner and format as those of regular teachers. The signing authority on the ACRs for contract teachers will be same as the signing authority as regular teachers.

APPOINTMENT THROUGH FAKE/BOGUS DOCUMENTS : If at any stage, it is discovered that the contract teacher obtained the appointment on the basis of forged/bogus documents or through deceit by any means. The appointment shall be considered void; the contract teacher shall be liable to re-fund all amounts received from the Government, in addition to such other actions as may be initiated under the law.

ANNUAL INCREMENT: The contract teacher will be given the same annual increment as a regular teacher.

PENSION/GP FUND: If after completion of three years of service a contract teacher is reappointed for another period of three years (basis on satisfactory performance) , he/she will be eligible to participate in the General Provident Fund (terms to be defined). The contract teacher will not be eligible for any pension benefits.

LEAVE : A contract teacher will be entitle to leave as admissible to the regular teachers.

MEDICAL FACILITIES: Medical facilities would be admissible to the contract teacher as available for other teachers.

MY REAUEST, APPEAL, PRAY AND APPLICATION TO THE PRESIDENT AND PRIME MINISTER ISLAMIC REPUBLIC OF PAKISTAN:

I request, pray and appeal through my this short application to the Honourable President and Prime Minister Islamic Republic of Pakistan that they kindly issue the orders to regularize the contract employees of all departments because the contractual jobs are purely 100 percent slavery jobs and under such strict terms and conditions with the district governments, the contract employees are working under high pressure and under threatening behaviors of their immediate officials. In such threatening and in the environment full of tension and mental torture, a contract employee can not work in a better manner according to his/her free will. He/she even can not perform his/her duties using his/her best skills and abilities those they want to use during their working hours. The terms and conditions of the contract bound strictly to the contract employees under their slavery and bonded labour such working condition is against the International Human Right Laws and breaches the humanitarian laws. Therefore kindly all the contract employees be regularized as soon as possible and the equal rights be given to them as to the regular employees are enjoying.
